Dearest Nicki, Jeremy, Penny and Tim and families, Please accept my sincerest condolences following the recent death of your Dad. I just watched the funeral and was so deeply moved and upset. I’m so glad you all have such fond memories you will treasure forever in your hearts. He truly was an adventurous free spirit with a kind heart helping so many. Sincere condolences to the Silva Family at the passing of Dr Phil. Many are the memories I have of Phil's support and encouragement during the 1990 and early 2000s. He took considerable interest in the programmes delivered by the Police Youth Education Service. His particular interest in the six New Zealand developed D.A.R.E. (Dare to resist drugs and violence) programmes and resources delivered in schools and wider communities. His willingness to Chair The DARE Foundation of NZ, certainly assisted in raising the mana of the organisation. I had the privilege of presenting with Phil at international conferences, here in NZ and Brazil. RIP Phil, you and the legacy you have left us will never be forgotten. Phil taught me in Standard 4 at Grants Braes school in Dunedin in 1962. It was the first time I'd had a teacher who communicated warmth and encouragement, rather than the distant disciplinarian-type teachers that I'd had up till then. He painted a map of New Zealand on a hardboard frame and if you linked a river/mountain with the correct name in the key a small light bulb lit up on the feature. When I finished the year he talked to me about what I could do with my life. Inspiring.
